Background of the Study

The rapid expansion of digital media has transformed how societies access, produce, and share information, presenting both opportunities and challenges for governance, regulation, and social order. In the context of Gombe Local Government Area, the proliferation of digital platforms has sparked debates on the adequacy of existing legal frameworks to manage the ethical, political, and social implications of media use. Recent studies highlight the growing role of digital media in democratizing information, fostering public discourse, and advancing socio-economic development (Ahmed et al., 2023; Nwankwo & Musa, 2024). However, the unregulated nature of these platforms has also exposed gaps in policy implementation, especially concerning misinformation, hate speech, and data privacy. According to Ezeh and Garba (2025), regional variations in the enforcement of digital media laws often exacerbate these challenges, with local authorities struggling to balance media freedom and regulatory oversight. This scenario underscores the necessity for a comprehensive examination of Gombe's regulatory framework to assess its effectiveness in ensuring responsible digital media use while safeguarding fundamental rights.

1.2 Statement of the Problem

Despite the numerous benefits of digital media, its misuse has raised critical concerns in Gombe Local Government Area, including the spread of false information, online harassment, and privacy violations. Legal mechanisms designed to regulate digital media often lack adaptability to the dynamic nature of digital communication, creating regulatory loopholes (Bello et al., 2023; Yusuf & Danjuma, 2024). Furthermore, enforcement challenges arise due to limited resources and the absence of localized policy frameworks tailored to the region's socio-cultural realities. As a result, citizens, journalists, and policymakers alike face uncertainties about the boundaries of lawful media usage. These gaps in regulation have significant implications for societal cohesion, governance, and the protection of democratic values. This study seeks to bridge this knowledge gap by critically evaluating the legal framework for digital media regulation in Gombe.
